HFE Letter in Singapore: Application, Validity and Resale Steps
The HDB Flat Eligibility (HFE) letter tells you whether you can buy a new or resale HDB flat, and the CPF housing grants and HDB loan you qualify for. Obtain it before applying for a new flat or receiving a resale seller’s Option to Purchase (OTP). A bank loan or a cash purchase does not remove the HFE requirement.

Apply in two steps
- Complete the preliminary HFE check. Use Singpass in the HDB Flat Portal. Check household members, employment and income details, property interests and financing intentions. The preliminary result is a planning estimate.
- Submit the HFE letter application. Do this within 30 calendar days of starting the preliminary check. All applicants and occupiers must verify their information using Singpass. Provide the supporting documents requested and monitor the application for follow-up requests.
A saved draft or preliminary result is not an issued HFE letter. If the 30-day window lapses, restart the preliminary check. Match the letter to the purchase milestone

HDB’s purchase timing requirements and HDB’s resale OTP notes. Put the actual expiry date from your letter in your purchase calendar, along with any separate lender deadlines. Do not assume the OTP date alone preserves an HFE letter that expires before the resale application.
Turn the outcome into a spending limit
Read the approved route, grant amounts, loan amount and any conditions separately. Grants support the purchase under their applicable terms; they are not an unrestricted cash reserve for renovation or emergencies. An HDB loan figure does not establish the valuation of a particular resale flat.
For an eligible resale purchase, HDB’s standard maximum loan-to-value limit is 75% of the lower of price and value where the remaining lease covers the youngest core member to age 95. A shorter lease can reduce that limit, and the loan can be lower for other reasons. HDB’s financing and lease rules.
Worked example: the letter is only one limit
Assume the letter gives a household an HDB loan assessment of S$500,000. A hypothetical flat costs S$600,000 but is valued at S$580,000. If the full 75% LTV limit applies, the property-based cap is S$435,000, below the letter’s assessment.
With S$100,000 of usable CPF funds, the purchase requires at least S$65,000 cash: S$600,000 − S$435,000 − S$100,000. This includes the S$20,000 valuation gap. The actual approved loan and CPF usage may be lower; stamp duty, fees, renovation and retained reserves sit outside this purchase-only example.

HFE, bank IPA and the final loan offer
The HFE letter addresses the HDB purchase route and HDB-side support. A bank’s In-Principle Approval (IPA, also called AIP) addresses potential bank financing; its terms and validity are separate. The HFE application can include a request to participating banks, which communicate their own outcomes. Compare HDB and bank financing after establishing your purchase budget.
For a resale bank loan, follow the lender through to its Letter of Offer and check the date before exercising the OTP. An indicative borrowing number is not enough to settle the transaction. Use the OTP guide alongside your solicitor’s transaction instructions.
What if income, household details or timing change?
HDB’s application guidance distinguishes the stage and type of change. For an approved HFE letter, a change in household income alone requires no action on the letter. Changes to household membership, applicant/occupier roles, marital status, citizenship or private-property ownership need different treatment.
- Before submitting a new or resale flat application: HDB instructs applicants with those listed changes to cancel and apply for a fresh HFE letter.
- After submitting the flat application: write to HDB through MyRequest@HDB with the relevant application references.
- While an HFE application is pending: consult the stage-specific instructions before changing the declared information.
Read HDB’s change-of-particulars instructions. Separately, a lower income can still weaken your cash budget or affect a bank’s financing assessment. Recheck affordability even where the issued HFE letter itself needs no action.
If the letter will expire before a required milestone, arrange a fresh application early and confirm the applicable steps with HDB. Do not assume an extension or reuse an older HLE letter as a substitute.

- Still choosing BTO or resale: establish eligibility, then compare waiting time, temporary accommodation and total cost with BTO versus resale.
- Ready to make a resale offer: check the HFE expiry, funding and possible COV before paying an option fee.
- Early-career household: check whether Deferred Income Assessment applies; it is a specific scheme, not a general permission to postpone financing checks.
- Outcome smaller than expected: revise the price range before relying on unconfirmed grants or extra borrowing.
