Price the Places You Will Actually Park
Parking is a route cost. A household with HDB season parking and three office days each week has a different number from a household that drives only on weekends. Build the month from locations, rates and visit counts.

Monthly parking = home season + work parking + regular destinations + occasional and overnight parking.
Use posted or quoted rates for each place. Do not apply a city-wide average to private offices, malls or hospitals.
1) Separate the four components
- Home: HDB, URA, condominium or private residential parking.
- Work: season parking or the actual number of office days multiplied by the daily charge.
- Regular destinations: school, childcare, caregiving, medical, worship and recurring errands.
- Occasional use: malls, events, overnight parking and trips that reach a daily cap.
A “free” destination still has a line in the worksheet. Record S$0 so the route remains complete and can be updated later.
2) Home season parking
HDB’s published Tier 1 rates for passenger cars are:

Tier 2 rates can apply, including to a second or subsequent vehicle and according to location. Check the specific car park and eligibility rather than assuming Tier 1. Condominium and private residential charges depend on the property’s rules and should come from the management or tenancy documents.
3) Workplace parking
Ask the building or employer for:
- the season-parking price and whether allocation is guaranteed;
- the hourly rate, grace period and daily cap;
- whether charges differ by weekday, evening or event period; and
- whether a staff subsidy is taxable or can be withdrawn.
Then compare season parking with pay-per-use using expected attendance. If season parking is S$280 and the daily cap is S$12, the simple break-even is 23.33 days. At 12 office days, pay-per-use would be S$144 before any other workplace visits.
4) Short-term public parking
URA’s published coupon denominations cover car parks charging S$0.60 or S$1.20 per half-hour. Posted signs at the specific URA or HDB car park control the rate and operating hours.
For eligible coupon car parks, URA states whole-day caps of S$12 outside the Restricted Zone and S$20 within it, with a S$5 night charge from 10:30pm to 7:00am. Parking.sg can apply the cap for a continuous session at the same car park.
Private malls, hospitals and offices can use different rates and caps. Check the destination’s current schedule before relying on this public-car-park example.
5) Worked route: hybrid office schedule
This example uses published public rates where stated and illustrative visit counts.

If the same 12 workdays reach a S$20 Restricted Zone cap, monthly parking rises to S$398.40 and annual parking to S$4,780.80. The route decision changes this one line by S$1,152 a year.
6) Put parking into the ownership model
- Use the route total in annual ownership cost.
- Keep season-parking renewal and ad-hoc charges in the monthly cash budget.
- Stress a return from hybrid work to five office days.
- Add the parking cost at the destination, not only at home.
- When comparing alternatives, include ride-hailing, public transport or rental for the same complete route.
Parking is usually avoidable only by changing the route, frequency or transport mode. Choosing a cheaper car does not reduce the S$20 daily cap.
