Should You Renew COE? Start with the Car, Cash and Exit Plan
Renewal can make sense when the car still meets your needs, its condition is understood and the cost fits your cash plan. Start with an inspection, a dated renewal amount and an exit-value estimate. Compare the same period against a realistic replacement or giving up car ownership.
Quick answer
Do not decide from the renewal premium alone. Keeping the car uses an asset you could sell or deregister, while leaving early can retain value in the unused COE. Both belong in the comparison.

Check the renewal route before the cost

PQP is based on the preceding three months of bidding prices and changes monthly. Use the amount for your category and renewal timing. LTA renewal rules and applicable PQP.
Check the vehicle’s records, age and existing renewal history. A five-year renewal is not a trial that can later be converted into another renewal.
An earlier exit does not necessarily consume the entire premium
For a ten-year COE, LTA calculates the rebate from the amount paid and the unused period. Actual dates and eligibility matter. LTA COE rebate calculation.
Assume a ten-year renewal premium of S$100,000 and deregistration with exactly seven years unused. The simplified unused-COE value is S$70,000, leaving S$30,000 consumed over three years, or S$833.33 a month. Dividing the entire S$100,000 by 36 would instead show S$2,777.78 and omit the remaining COE value.
This is only the COE component. Add current car value forgone, repairs, running costs and financing. Any body/export value is separate unless it is already included in your total sale or disposal quote. Do not add a COE rebate to a resale quote that already includes it.
Use the same cost definition for both options

At the normal ten-year decision, include any eligible PARF amount within the current disposal value. Cars over ten years old do not qualify for PARF. Check the applicable registration cohort and actual rebate rather than assuming one percentage for every car. LTA PARF eligibility and schedules.
A value forgone is not a new cash bill. Keep a separate cash plan for the renewal payment or replacement deposit, proceeds from the old car and any loan settlement.
Budget the operating risks you can identify
Ask the workshop to distinguish immediate safety work, likely replacements and uncertain faults. Price backup travel for realistic downtime. A newer used car also needs an inspection; age alone does not establish reliability.

When renewal remains a candidate
- The car still suits the trips, passengers and accessibility needs you expect.
- Inspection findings support a repair budget the household can carry.
- The full comparison still favours renewal after lower exit value or extra repairs.
- The payment leaves enough accessible cash for your other commitments.
When another route deserves priority
- The current car no longer meets the need, or downtime would be disruptive.
- A like-for-like replacement has lower modelled cost under credible assumptions.
- Neither ownership route fits the cash plan; compare reduced car use, rental or other transport.
Before committing
- Confirm the expiry date, category and permitted renewal route.
- Obtain the applicable renewal amount, a workshop assessment and disposal/sale quotes.
- Choose a holding period and estimate exit value for each route.
- Run the base case and a repair/resale stress case. Confirm actual loan settlement terms where relevant.
- Allow time for payment limits, handover and any backup travel.
Renewing before the expiry month can forfeit unused existing COE. At expiry the vehicle is deregistered and cannot be driven; late renewal has a limited window and fees. Check LTA’s timing instructions before paying. LTA renewal timing.

Frequently asked questions
Must I keep a renewed car until the COE expires?
No. An earlier sale or deregistration can have remaining value. Estimate the total proceeds and costs for your actual exit date.
Does the lowest renewal payment mean the lowest ownership cost?
No. Compare the car’s value forgone, running costs, repairs, financing and exit value over the same period.
Should the current car value and PARF be added separately?
Only if the valuation excludes that rebate. A total sale or disposal quote may already include paper and body value; check its components.
